Rules for the 2025 Australian Election to the 39th World Zionist Congress

The Zionist Federation of Australia (ZFA) is pleased to publish the official Regulations for the Election for Australian Delegates to the 39th World Zionist Congress, to be held in 2025.


The World Zionist Congress is the highest decision-making body of the World Zionist Organization, responsible for shaping Zionist policy and representing Jewish communities around the world. This election is an opportunity for Australia’s Jewish community to have a direct voice in that global conversation. We invite all eligible individuals and organisations to participate actively in this democratic process.

Who Can Vote

  • Any Jewish person who:
  • Is 18 years or older as of 1 July 2025
  • Resides permanently in Australia
  • Has not voted in the Israeli Knesset election (1 November 2022) or the WZC election in any other country.


A $5 Zionist Shekel registration fee applies. Voting and registration will be conducted online through a secure, independent platform, fully compliant with Australian privacy laws. The link to this online platform will be shared in due course.


Who Can Nominate

ZFA member organisations in good standing, or organisations otherwise eligible under WZO rules, may submit slates. Eligible individuals may also nominate. All slates and individual nominations must pay the Election Nomination Fee as set out in the rules. Intent to nominate must be declared by 14 June 2025, with full submissions—including the Election Nomination Fee—due by 21 June 2025.


All lists with 4 or more candidates must include:

  • At least 40% women, and
  • At least one person aged 18–35 (requirements may overlap).

  • Final Submissions Due 21 June 2025
  • Registration & Voting Opens 1 July 2025
  • Registration & Voting Closes 27 July 2025 (11:59pm AEST)


Voting Process

  • Combined registration and voting will take place online between 1–27 July 2025.
  • Each eligible voter may cast one vote for a slate or an individual candidate.
  • No more than three (3) voters may use the same payment facility.


Transparency and Conduct

  • Campaigning must be positive, respectful, and free from misinformation.
  • The election platform will enforce the regulations to prevent fraud, including by ensuring that each voter casts only one vote, applying strict limits on payment methods, and verifying that voters are physically located in Australia at the time of voting.
  • All complaints will be addressed in line with WZO election rules
